According to Union Transport Minister Nitin Gadkari the new traffic rules is an attempt to save lives of people. Speaking for reducing the amount of the fine, he said that the amount received from the fine will be received by the state governments only.

He said that it's the decision of the state government to reduce the penalty.  He said that the purpose of the center is to make road transport safer. Gadkari also added that if people follow the rules then they need not pay the fine. He said that the purpose of heavy penalty was to bring awareness and fear among the citizens to abide by the rules and avoid penalties.

Accordingly Gujarat government has announced to reduce the penalty by 90%. Some other governments also may do so as well. Gadkari said on this, 'Every year, more than 1 lakh 50 thousand people die in road accidents in India. 65% of them are aged between 18 and 35 years. Every year 2 to 3 lakh people are getting disabled due to road accident. This rule was to understand the value of life of youth and the best possible way to save them.'

He also said that, 'The state government can take this decision, they have the right. The government don't mind as whatever revenue comes will go to the state governments.

The Union Minister also said that the objective of Fine is not to increase revenue. He said that we do not want to collect any penalty from the people. In the case of road accidents, India's record is worst in the world. There is no need to pay any amount if people follow the transport rules.
