No-confidence motion against Congress government in Chhattisgarh defeated

A no-confidence motion against the opposition BJP's Congress government in Chhattisgarh, where polls are due next year, was defeated by a vote in the state assembly.
The House witnessed a heated debate on the no-confidence motion as opposition members targeted the Congress government for its "infighting", income tax raids in the state, alleged corruption cases and failure to fulfill its election promises.

The State Treasury rejected the accusations, saying that the opposition had not come up with any specific problems.

The BJP on Wednesday presented an 84-point "charge sheet" against the state government during a 13-hour debate on the motion, which was defeated by voice vote after midnight around 1:15 am.

Chief Minister Bhupesh Baghel dismissed the opposition's allegations as false and said his government was creating social programs that "keep the individual at the center".
Baghel said his government has been working in this direction for the past three and a half years to make the state free from malnutrition and provide quality education, health facilities and job opportunities.

Reacting to the discussions, the Chief Minister hit out at the BJP and accused it of indulging in vendetta politics.

"I respect the central (investigating) agencies, but what if they are working with a biased approach? In the National Herald case, your (BJP's) intention is only to harass (Congress leaders Sonia Gandhi and Rahul Gandhi)," he said.

Why did the Enforcement Directorate (ED) not take any action in the civil supply scam (uncovered during the previous BJP government in Chhattisgarh led by Raman Singh) despite registering a case in this regard? asked the CM. "Over ₹ 5,000 crore of people of Chhattisgarh was looted by chit fund companies during the last government. Why didn't ED investigate it because it considered it a case of money laundering. I have written to the Prime Minister and Finance Minister to crack down on the chit fund case," he said.

The Chhattisgarh government is not doing revenge politics, he said.

"It is Delhi (the BJP government at the Centre) which is doing politics of revenge and is indulging in horse-trading," he alleged.

Baghel countered the BJP's allegations of a rise in conversion cases and no action by the Congress government in Chhattisgarh, claiming that 95 percent of the churches in the state were built during the previous BJP government.

"BJP should check how many churches were built during their 15-year rule (2003-2018). I can claim that 95 percent of them were built during their rule," he said.

"BJP brought an anti-conversion bill in the state in 2012. It was brought because conversions were going on at that time," the CM said, adding that his government would not allow peace and brotherhood to be disturbed in the state.

He further claimed that despite being in power for 15 years, "the BJP has failed to understand the soul of Chhattisgarh, the wishes of the people and the dreams of our forefathers".

When the Congress was elected to power in Chhattisgarh (in 2018), it was given several problems in the past, including 14 Naxal-affected areas, 18 percent slums and 40 percent poverty, Baghel noted.

He said the Congress government was working with the vision of a three-pronged strategy of "confidence, development and security".

The Naxals are under pressure and are moving from Chhattisgarh to neighboring states, Baghel claimed.

"The state government is working with the idea of 'Gadhbo Nava Chhattisgarh' (creating a new Chhattisgarh). We have taken loans for welfare programs of farmers and people in the state. We are creating programs that keep the individual at the center," he said. he said.

“In 15 years of their (BJP) government, they could not even build a better hospital and school,” the CM said.

Despite the challenges of the COVID-19 pandemic, the current Congress government has taken several steps to improve health facilities and education, he pointed out.

"We have started Haat-Bazaar clinics in rural areas and slum health care system in urban areas to provide health facilities at our fingertips. Besides, Swami Atman High Schools and Government English Medium Schools have been set up which are getting huge response," he said .

Leader of Opposition Dharmlal Kaushik had earlier said during the debate that the Congress regime had become a government of empty promises and people had lost faith in it.

The Congress government has not fulfilled the promises made in its Jan Ghoshna Patra (poll statement) and it is unfortunate that the convener (referring to Minister TS Singh Deo) of the manifesto is not present in the House, he said.

On July 16, Singh Deo resigned from the panchayat and rural development department, one of his four portfolios, claiming he had been sidelined.

Kaushik claimed that there is not a single department where there is no corruption.

"When the minister (referring to Singh Deo) has himself expressed no confidence in the government, how will the public have confidence?" he said.

There is a situation of "internal differences" in the government, the BJP leader claimed.

Congress has made big promises to waive farm loans, but there are still 91,000 farmers who have received calls to pay their debts, he said.

"The politics of appeasement is spoiling the atmosphere of the state. The law and order situation has totally collapsed in the state," Kaushik further claimed.

After discussion, the motion was rejected by voice vote.

Subsequently, Speaker Charan Das Mahant adjourned the meeting sine die.

The winter session of the state assembly is likely to be held in the second or third week of December, Mahant said.
