The Role of the 'Ladki Behen' Scheme in Election Success
The victory of the 'Mahayuti' alliance—comprising the BJP, Shiv Sena (Shinde faction), and NCP (Ajit Pawar faction)—is attributed in part to the 'Ladki Behen' scheme. This initiative provides Rs 1,500 per month to women aged 21 to 65 from families earning less than Rs 2.5 lakh annually.
The government has promised to increase the monthly amount to Rs 2,100, a move seen as crucial to securing the alliance's electoral success. However, balancing such welfare programs with the state's fiscal health will be a key test for Fadnavis.
Maharashtra’s Worsening Fiscal Situation
Maharashtra's economic situation has deteriorated in recent years. Foreign Direct Investment (FDI) inflows have declined, several major projects have shifted to Gujarat, and state revenue has decreased. The government’s debt has ballooned to Rs 7.82 lakh crore, with welfare schemes under the Mahayuti government projected to add another Rs 90,000 crore. The cumulative cost of caste-specific programmes and farmer loan waivers could reach Rs 2 lakh crore.
To address the financial crunch, the government may raise certain charges, as it recently did with land measurement charges. However, such measures risk alienating the public, complicating the government's efforts to strike a balance between fiscal discipline and public satisfaction.
Rising Farmer Discontent and Economic Pressures
Agriculture remains a critical sector in Maharashtra, with crops like onions, sugarcane, soybeans, cotton, and grapes playing a significant role. Yet, many farmers are disillusioned due to low prices for their produce. The ban on onion exports has been particularly damaging, contributing to BJP's losses in the Lok Sabha elections on some seats. Addressing the issue of farmer loan waivers, a perennial election topic, will require delicate handling to mitigate rural unrest.
The Maratha Reservation Dilemma
The contentious issue of Maratha reservation poses a significant challenge. Activist Manoj Jarange Patil, who led agitations for Maratha quotas, reportedly dropped plans to field independent candidates only after receiving assurance that the reservation would be implemented.
However, the demand for Maratha reservation has sparked concerns among the OBC community, who fear losing a portion of their existing quotas. Balancing the competing interests of the Maratha and OBC communities will be a formidable task for Fadnavis.
Unemployment and Capital Expenditure Concerns
Maharashtra’s high unemployment rate in both urban and rural areas is another pressing issue. Simultaneously, capital expenditure has declined, exacerbating the state's fiscal deficit. Fadnavis will need to prioritize economic revival, focusing on job creation and infrastructure development to stimulate growth.

Fadnavis’s third term as Chief Minister comes with high expectations and daunting challenges. He must navigate an economic downturn, rising public debt, and contentious socio-political issues like Maratha reservation and farmer unrest. His ability to strike a balance between welfare schemes and fiscal prudence, while addressing the concerns of various communities, will determine the success of his administration.
