Trump's New Tariff Law: What Could It Mean for India and Why Is It Significant?
The Trump administration in US has stepped up pressure on countries purchasing oil from Russia, and India could be among those affected. On September 18, US President Donald Trump signed the 'Lindsey O. Graham Sanctioning Russia and Iran Act, 2026.' This new law empowers the US President to impose tariffs of up to 100% on countries that continue to purchase oil and gas from Russia.
However, a crucial point is often misunderstood. The US has not yet imposed a 100% tariff on India. The law merely grants the President the authority to do so if deemed necessary. It also includes provisions for exemptions under specific circumstances.
For India, the primary concern extends beyond just exports to the US; the real issue is energy security. Russia has emerged as a major supplier of crude oil to India. If India were compelled to reduce these purchases, it might have to source more expensive oil from other nations. This could drive up fuel costs and import bills, potentially impacting the economy.
India is preparing for such risks by expanding trade and energy partnerships with Europe, the Gulf nations, the UK, and other regions. The rationale is straightforward: over-reliance on any single country or market carries risk. At the same time, the US remains one of India's most vital trade and strategic partners.
Should the US ultimately impose higher tariffs, India has several options. It could engage in dialogue with Washington, adjust its energy imports, source oil from alternative suppliers, and explore new export markets beyond the US.
The coming months will be crucial. The main question is not whether the US President possesses the authority to impose a 100% tariff—the question is whether that power will actually be exercised against India. For now, this new legislation will remain a tool for exerting pressure rather than a precursor to concrete trade action. It is hoped that New Delhi and Washington will resort to dialogue before taking any drastic steps.
