Blueprint for 'Viksit UP-2047' Ready: Aiming for a Trillion-Dollar Economy and Global Recognition, How These Objectives Will be Achieved?
Lucknow: The Uttar Pradesh government has drafted the 'Viksit UP-2047' (Developed UP-2047) vision document, aimed at elevating the state to the category of developed regions and establishing it as a global hub for knowledge and innovation by the year 2047.
This document has been formulated in alignment with the Centre's 'Viksit Bharat 2047' initiative and encompasses a comprehensive strategy to propel the state's economy to new heights.
One-trillion-dollar economy by 2030
According to the vision document, the government has set a target of transforming Uttar Pradesh into a one-trillion-dollar economy by 2030.
Subsequently, plans are in place to expand it to two trillion dollars by 2036 and to six trillion dollars by 2047.
Furthermore, the vision envisages positioning the state among the top 11–12 economies globally. To achieve these objectives, the state will need to sustain an annual growth rate of approximately 16 percent. In the fiscal year 2023–24, the state's GSDP growth rate stood at 11.6 percent, surpassing the national average of 9.6 percent.
The state's GSDP, which stood at Rs 12.89 lakh crore in 2017–18, is projected to rise to Rs 27.51 lakh crore in 2024–25. It is expected to reach approximately Rs 30 lakh crore by March 31, 2026.
Per capita income to increase to Rs 25 lakh by 2047
The vision document sets a target of increasing the per capita income from the current Rs 1.24 lakh to approximately Rs 25 lakh by 2047. Concurrently, there are plans to boost Uttar Pradesh's share in the country's total exports from the current level of around 5 percent to 20 percent.
Goal to increase average life expectancy, literacy rate
Significant targets have also been established within the social sector. The state's population, currently standing at 24.5 crore, is projected to grow to approximately 29 crore by 2047. The goal has been set to increase the average life expectancy from 70.1 years to 80 years.
The literacy rate, which stood at 67.68 percent in 2011, is planned to reach 100 percent by 2047. According to the vision document, the state is also poised to undergo rapid urbanization.
Urban population could reach 60 percent
Compared to an urban population of 24.31 percent in 2011, this figure could reach 60 percent by 2047. This shift will facilitate the transfer of labor from the agricultural sector to the industrial and service sectors, thereby leading to an increase in productivity.
Extensive public participation has been ensured in the formulation of this ambitious plan. The document has been drafted based on approximately 9.8 million suggestions. Working in coordination with NITI Aayog, the state government has held consultations with various departments and stakeholders.
Emphasis on innovation, skill development, job creation
According to a senior government official, the administration is placing special emphasis on innovation, skill development, job creation, the expansion of the manufacturing sector, and enhancing agricultural productivity. He stated that, alongside integrating farmers with modern technology, corrective measures will be implemented across various other sectors.
Meanwhile, Manoj Kumar Singh, Chief Executive Officer of the Uttar Pradesh State Transformation Commission, indicated that this vision document would be finalized within the next three to four months. The state government is confident that through the effective implementation of the outlined strategy, Uttar Pradesh will emerge as a developed state by 2047 and play a leading role in the national economy.
