Balen Shah, Nepal's newly appointed Prime Minister, has demonstrated a tough stance immediately upon assuming office. Within just 24 hours of taking his oath, he took decisive action by ordering the arrest of former Prime Minister KP Sharma Oli and former Home Minister Ramesh Lekhak. Both leaders face allegations of negligence regarding the violence that occurred during the 'Gen-Z' movement.

KP Oli has characterized this action as politically motivated retaliation and has vowed to challenge it in court. Meanwhile, the investigative report has deemed both Oli and Lekhak culpable under various legal provisions. 

Balen Shah is widely regarded as a leader associated with the Gen-Z movement, and it is in connection with this very movement that strict measures have now been implemented. 

This action has been taken based on an investigation initiated following a complaint by the Ministry of Home Affairs. An inquiry commission had recommended that these leaders be prosecuted for negligence. A conviction in this case could carry a sentence of up to 10 years.

The report also calls for action against several high-ranking officials. These protests, which took place last year, resulted in the deaths of 77 people and caused property damage worth billions.

A commission headed by Gauri Bahadur Karki was constituted to investigate the violence that erupted during the Gen-Z movement. The commission's report characterized the roles played by Oli and Lekhak—specifically regarding the deaths of protesters on September 8—as both negligent and irresponsible. The report recommended that legal action be initiated against both individuals.

However, in his defense, Oli had previously stated that he had issued directives to security agencies to minimize the loss of life and property, and to prevent the infiltration of undesirable elements into the protests. Now, acting upon the recommendations of the investigative commission, the Balen Shah administration has initiated legal proceedings—a development that could signal a significant shift in the landscape of Nepali politics.
