Paper Leak Law Update: Govt takes major action against paper leaks! Now, up to 10 years in prison and a fine of up to Rs 10 crore; new amendment bill introduced in Parliament.
To curb the rising incidents of paper leaks and cheating in competitive examinations across the country, the Central Government has taken a major step towards further tightening the law. Union Minister Dr. Jitendra Singh introduced the ‘Public Examination (Prevention of Unfair Means) Amendment Bill, 2026’ in the Lok Sabha. The objective of this Bill is to ensure transparency in government examinations and take strict action against organized gangs involved in leaking question papers.
Law to be further tightened to prevent malpractice in government examinations
The government has proposed amendments to the ‘Public Examination (Prevention of Unfair Means) Act’ implemented in 2024. The new provisions will pave the way for strict legal action against those who compromise the examination system. The aim is to dismantle networks that jeopardize the future of the youth.
Those guilty of paper leaks could now face up to 10 years in prison
According to the amendment Bill, the maximum punishment for individuals found guilty of paper leaks or other examination-related offenses has been increased from five years to ten years. Additionally, there is a proposal to raise the fine amount from ₹10 lakh to ₹50 lakh. Accountability has also been fixed for senior officials and management personnel of the concerned institutions.
Provision for heavy fines of up to Rs 10 crore on organized crime gangs
If an organized network is found to be involved in a paper leak, it could face imprisonment of up to seven years and a financial penalty of up to ₹10 crore. Previously, this fine was capped at ₹1 crore. The government believes this measure will effectively curb the paper-leak mafia.
Investigation to be completed in two months; central agencies to be entrusted with special responsibility
The new bill empowers the central government to hand over the investigation of any paper-leak case to central agencies. The investigating agency will be required to submit its report within two months to ensure the speedy resolution of cases.
Meanwhile, the opposition continues to target the government over the NEET paper-leak issue and student protests. Rahul Gandhi, the Leader of the Opposition in the Lok Sabha, will hold a press conference at 6 PM today. Congress General Secretary Priyanka Gandhi Vadra stated that after being unable to fully articulate his views in Parliament, Rahul Gandhi will now present his position to the public through this press conference.
