Big Boost for Fisheries in Madhya Pradesh: Kuwait-Based Company Inks Rs 7,430-Crore Agreement; 35 Thousand Jobs Expected, What CM Mohan Yadav Said?
MP Chief Minister Dr. Mohan Yadav said that a large section of Madhya Pradesh's fishing community depends on fisheries for its livelihood. To improve their socio-economic well-being, the activities under the Madhya Pradesh Integrated Fisheries Industry Policy-2026 are being expanded internationally. He said the agreement signed between Kuwait's leading fisheries company and Kamdars Care, Indore, would usher in a new era in fisheries development and the welfare of the fishing community.
In the presence of CM Dr. Yadav, Zabedi Al Kuwait Fisheries Company, a leading Kuwait-based fisheries company, and Kamdars Care, Indore, signed an investment and buyback agreement worth Rs 7,430 crore under the Madhya Pradesh Integrated Fisheries Industry Policy-2026. CM expressed these views after the signing ceremony held at Samatva Bhavan, CM's Residence, on Monday.
Minister of State (Independent Charge) for Fishermen Welfare and Fisheries Development Narayan Singh Panwar, MLA Shri Rameshwar Sharma and Chairman of the Board of Directors of the Kuwait Fish Trade Union, Shri Fares Boukammaz, were present on the occasion.

Madhya Pradesh Offers Immense Potential for Fisheries Development
CM Dr. Mohan Yadav said that Madhya Pradesh possesses abundant water resources that provide immense opportunities for the development of the fisheries sector. This will not only help meet the country's food requirements but also boost exports. He said that the state has tremendous potential for agricultural growth and food production.
Describing Kuwait as a friendly nation, the CM said the State Government is working with full commitment and speed to translate foreign investment proposals into reality, and the positive outcomes are now becoming increasingly visible. He expressed confidence that Madhya Pradesh would establish a distinct identity in the fisheries sector in the years to come.
During the signing ceremony, it was informed that the Madhya Pradesh Integrated Fisheries Industry Policy-2026 aims to attract private and foreign investment to develop a modern, export-oriented, value-added fisheries industry in the state.
Additional 4 lakh tonnes of fish production likely
Under the agreement, an estimated investment of Rs 7,430 crore will be made to develop backwards and forward linkage infrastructure, including cage culture facilities, at the Indira Sagar, Bargi, Bansagar and Barna reservoirs. The project is expected to generate an additional 4 lakh tonnes of fish production through cage culture.
1,23,000 tonnes of vegetables will be produced
In addition, 1.23 lakh tonnes of vegetables will be produced through aquaponics, hydroponics and greenhouse cultivation. The initiative is expected to create 15,000 direct and 20,000 indirect employment opportunities. The state has set a target of achieving fish exports worth nearly Rs 6,000 crore. The Chief Minister said this initiative would particularly benefit the fishing community across Madhya Pradesh.
Agreement to Position MP as a Leading Fisheries Investment and Export Hub
The agreement marks a significant step towards establishing Madhya Pradesh as one of India's leading destinations for fisheries investment and exports.
Zabedi Al Kuwait Fisheries Company has an established business network in more than 10 countries, dealing in premium-quality food products, canned foods, spices and related commodities. Kamdars Care, Indore, is a cluster-based business organisation that supports the formation of Farmer Producer Organisations (FPOs) and helps expand their business activities. The organisation is also recognised under the Startup India initiative.
